From 0 or 5 to 1,2,3,4,6,7,8,9

I guess you all would've known by now about the 5 cents round up implementation. The abolishments of the 1 cent coin isnt so big a deal unless u factor in those sentimental blah blah. It's a good thing too, my mom wouldnt hv to keep bugging me to take those 1 cent coins anymore. There, another reduction of stress for her.

What i find peculiar about that radio announcement was:

xx: ...the cost will be rounded up to nearest 5 cents. Numerically - 1,2 and 6,7 will be rounded down while 3,4 and 8,9 will be rounded up.

Nthg wrong there!

xx: .. that this includes not only the individual item but also the final bill.

Now now, i was thinking that if the individual items will be rounded up or down, where the heck will there be a need to round up the final bill. You wouldnt find a .x6 cents or 7,8,9,1,2,3,4. Your final bill will either end with (.x5 or .x0) rite? ........... or is there a formula for changing zero and fives to other numbers w/o using mathematics?
